Violent extremism (VE) has been a major challenge in Balochistan, driven by a combination of
economic disparities, political grievances, and security vulnerabilities. These grievances have led
Balochistan towards violent extremism. While the State has initiated many measures to counter the
rise of extremism, it has failed to take any positive non-conventional means to resolve the root
causes. This policy paper by the committee of Preventing Violent Extremism (PVE) in Balochistan
examines the root causes that are driving extremism (terrorism) through the Greed, Grievance, and
Opportunity framework, providing targeted policy interventions by the Government to address the
issue. By focusing on economic development and inclusive governance, Civic-driven leadership,
and enhanced non-traditional security measures, this paper outlines a comprehensive approach to
preventing violent extremism in the region.
